BIA ADVISORY BOARD MEETING
Thursday, January 17th, 2008

Paul Dwoskin, called the meeting to order at 8:10 am
1. CLEANSCAPES
Dan Bridges report that Cleanscapes finished cleaning and stripping all poles along Broadway. They now have 2 people cleaning the street instead of one. Paul asked that they pay more attention to the mess around the garbage cans and the side streets.
2. BANNERS on BROADWAY
Paul wants included in banner policy that at least 40 poles must be used by anyone receiving permission by the BIA for their use.
Upon approval of banners the BIA has authorized BECU 6 months use of poles.
3. WEBSITE
The BIA has hired Robert Lynch to update website. The BIA will send out announcement to all members once all utilities are functioning.
4. PUBLIC SAFETY
The BIA was one of the sponsors of the meeting on safety in November. Michael Wells asked what the BIA should do from here. Michael thought the BIA should concentrate on getting more lighting for the alleys and side streets. Sita Das has contact for street lighting diagnosis person. She will contact the BIA office with the information.
Paul Dwoskin and Mary Klein volunteered at the last safety meeting to find someone from SPU to help with the project. Tina Vlasky said she would find out who that person was. Mary is to send Tina all her contacts from SPU and SDOT.
Michael Wells wants better communication between all the groups on Capitol Hill. Mary will send Jack the names and email contact of the Safety Group that meets once a month.
SCCC will help set up a Capitol Hill meeting in the 4th Thursday in April in the evening of the East Precinct Safety Coalition.
5. BUDGET for 2008
Paul asked for help defining the SB Inc contract for 2008. He needs to get the contract back to the SB Inc office before the end of the month.
6. WINTER DECOR
Chip Ragen is looking for more and better winter décor for the Chamber. The BIA will work with the Chamber for décor for next winter.
NEW BUSINESS
Jerome Bader announced the start of Art Walk on Capitol Hill the 2nd Tuesday of the Month. He will get posters to the Broadway businesses.
July 19th is the Broadway BIA walk with the Mayor. The BIA especially wants him to see the north end and the Sound Transit properties.
The Capitol Hill Chamber is having another clean and green event in April.
The next meeting of the BIA Board will be February 21st at the Chamber offices.

1. FARMERS MARKET
Molly Burke reported that the contract with BoA had been signed and all the contracts with the farmers were completed. U-Park which rents the lot to the FM on Sundays, asked for a rent increase to $200. Since this increase was unexpected FM does not want to go back to the farmers and ask for more money and asked if the BIA would write a letter of support asking that they not increase the rent as it would be a strain the their budget.
The BIA as well as CHCC will write a letter to Shawn Potts the general manager of U-Park.
FM is still working with all the city agencies looking for a permanent home for the market next year.
2. COMMUNITY COURT
Stephanie Tschida introduced the program to the Board. Community Court is partnered with AmeriCorp, whose volunteers work with low-level offenders to do community work in lieu of jail. They are working downtown in several areas and are expanding to Broadway. The BIA will give a list of “hot spots” that need cleaning or sprucing up. They will work 4 hours a month twice a month in the designated areas. They also will do graffiti removal; however, the BIA would have to supply a place for paint storage and tools. The program will be evaluated and if more time needs to be spent on Broadway the program can expand.
The list for areas needed to be cleaned will be kept in the BIA office. Stephanie will communicate with Mary each month to get the new list.
3. CLEANSCAPES
Chris Martin confirmed the garbage contracts were announced today in the Seattle PI. The dumpster free zone for Capitol Hill will start April of 2009. It does include Broadway and the Pike/Pine corridor. In conjunction with the new garbage contract, Cleanscapes will also be doing graffiti removal on Broadway BIA properties.
Mary asked Chris to please send an updated dumpster free flyer to the BIA office.
Cleanscapes has been keeping the discarded bottles and cans of the new high content alcohol being sold in the markets on Broadway. The BIA was asked by Tienny Milnor to write a letter to Council Member Tim Burgess in support of banning the new product from the store shelves.
4. WEBSITE
New webmaster Robert Lynch will redesign a new webpage or new skin for the BIA. He is also making the site more user friendly for members.
5. BANNERS
A draft of a banner policy was presented. It was decided that the policy need changes but more importantly a new marketing strategy needed to be developed for the BIA.
6. BUDGET 2008
There will be a meeting of the budget committee on March 7th to finalize the 2008 budget.
7. MEMBER MAILING
Paul and Mary will work on the pieces to send a ‘super’ mailing to all the BIA members. New graffiti and trespassing forms need to be signed by business and building owners. Businesses also need to be informed of the accomplishments of the BIA for the past years and try to encourage new board members.
The next meeting of the BIA Board will be March 20th at the Chamber offices.

1. COMMUNITY COURT
The first undertaking by the participants of the Community Court will be to fix up the pocket park. They will weed, time and plant new flowers and clean and repaint the bulletin board.
2. SPD
Casy Sundin was introduced as the new Community Police Team liaison for the BIA. He and Tim also asked that furniture and other items be donated to the drop in center. Louise will call a supplier of used furniture to see if items can be dropped off.
There will be more foot beats along Broadway this summer and K-9 officers as well.
Michael Yasutake is working with SDOT about all the burned out street lights in the Capitol Hill area.
3. BANNERS
GSBA and the Farmer’s Market are joining with the BIA to apply for a grant for marketing on Broadway. The first phase is new banners that will have a cohesive design with messages about the diversity of the community with PRIDE the main theme. Eventually the goal is to have the whole Capitol Hill area use the same design and look.
Paul will contact a PR person who will help with the second phase of the project which is a direct marketing piece for businesses along Broadway.
The next meeting of the BIA Board will be Thursday, May 15 at the new Capitol Hill Chamber of Commerce offices at 925 East Thomas.
