BIA ADVISORY BOARD MEETING

Thursday, October 18th, 2007


BOARD MEMBERS PRESENT

Michael Wells, called the meeting to order at 8:10 am


1. FARMERS MARKET

A site for next years market has not been found.  Tina Vlasky stated that SCCC plaza was being considered but there were problems with the parking lot next to the site.  Many suggestions were given to Tina who said she would pass them along.

Michael asked that Mary contact Chris and Molly and request one of them please attend the next BIA meeting.  Also make an appointment with Chris to meet outside of BIA meeting. 

Michael also asked that the BIA in conjunction with CHCC write a letter to Sally Clark and cc Karen Selander of OED asking for help in keeping the market on Broadway.


2. SPD

BIA welcomed Capt. McDonagh to the East Precinct.  Paul noted that the BIA has always worked closely with SPD and we hoped to continue our relationship with the East Precinct.  Paul asked that the Captain continue our yearly walk of Broadway. 

The Captain was asked several questions about the rumors of increased gay bashing on the hill.  Michael stated there was certainly a lot of street talk about this problem.  Capt. McDonagh said there were 11 report of malicious harassment of those there were 4 arrests.  He couldn’t speak, of course, about the unreported incidents.  The Captain thought it was a matter of public & officer education.  He has been working with the King County prosecutors office to come up with an education program for both. 

Officer Ebinger noted, when a club has too many incidents, owners are called in to the precinct and given suggestions, especially about security.  

The BIA and the Capitol Hill Chamber can help by getting the word out to residents and customers, all incidents need to be reported, even if the people don’t want to pursue a criminal case. 

Michael Wells asked the Captain if he is available in November for a combined meeting with the Chamber and the BIA about safety.  Mary will send an email to the Captain for dates for this meeting.


3. DUMPSTER FREE

Gary Johnson from the City Planning and Development department, brought us up to date on the city Dumpster-Free Initiative.  SPU contracts are coming to and end in 2009.  Right now the City is in negotiations with contractors.  The City thought this was a good time to restructure the ‘no dumpsters’ rule. 

Gary suggested the BIA and CHCC write the Mayor’s office and request that Capitol Hill become a dumpster free zone.  Mary to write a letter and cc Gary.


4. BANNERS on BROADWAY 

Tai Nguyen of BECU will sponsor banner on Broadway.  Paul asked that everyone give the office ideas for banners.  Tai would like to spend his 2007 budget on this expense.

Mary will ask Ben for ideas and Tai will get Mary BECU ideas for banners. 

Greg Serum said that the BIA needs to write a policy for banners for other organizations.


5. WEBSITE

Rob Lynch introduced himself as the new webmaster for the BIA.  He will meet with Paul to get all the information he needs to get a good bid together for our new site.  He asked that anyone with ideas for our website email the office. 

6. CLEAN & GREEN EVENT


The event on October 13th was a great success.  42 pizzas were devoured by the volunteers.  The event also was successful for CHCC as two new members signed up that day.

More businesses need to get involved in these community events.  Mostly residents are volunteering for clean up.


NEW BUSINESS 

Michael Wells has stepped down as Chair of the Broadway BIA.  Paul Dwoskin will be temporary chair for the rest of this year.

Michael said discussions have begun about folding the BIA into the CHCC thru the CHID process.


The next meeting of the BIA Board will be on announced at a later date.
