BIA ADVISORY BOARD MEETING
Thursday, July 20, 2006

Michael Wells, BIA Chair, called the meeting to order at 8:00 am
1. CHID
David Schraer reported the CHID is regrouping to see how best to go forward. They will wait until the BVAAT has been defined and programs have been started before the make any final decisions. CHID has a major part in what will happen on Capitol Hill, Broadway in particular so they would like input from the BIA in where their energy should be spent.
2. BUSINESSES ON BROADWAY
Kay Knapton, a consultant, who was hired by the BIA to go door to door to communicate to all businesses what the BIA is doing and hopefully get more business owners involved in the BIA Board. Kay wrote a one page “newsletter” and passed out forms to all the businesses to collect their information to post on the new BIA website.
She is also making an inventory of all the vacancies in the BIA area.
Most of the businesses felt the BIA was spending too much money on clean-up and not enough on issues that affect businesses, i.e. parking. Many businesses complained about the SPD parking authority. Too many times people are being ticketed when going into a store to get change for the meters.
One of the areas of concern, especially with business by bus stops, was clean up of the shelters. They are used by drug addicts who then leave needles and drug paraphernalia littering the shelters. Lisa Stewart said she was in talks with SPU and Metro and this was one of their concerns. Lisa will follow up on this effort.
Kay will do a sweep of all the businesses again in two weeks.
3. Cleanscapes
Chris Martin asked Kay, since she is going door to door on Broadway, if she could ask each business owner to sign a Graffiti release form. Paul also asked her to get signatures on the no trespassing forms as well. This will make it easier for Cleanscapes to immediately clean up graffiti and for the police to enter the business property if necessary. Michael handed out a flyer he printed from the City website about graffiti removal and prevention. Mary will get copies made of all the forms and information and bring to Kay for hand out.
Chris asked Mary to contact Molbaks to see if they would come to Broadway to look at the plants to see if they are progressing the way they should. He is concerned they aren’t growing as fast or full as some in other parts of the city.
Chris report that Tuesday of this week, he signed an agreement with the City regarding the dumpster free program. This agreement will stop all the litigation with Rabanco and let Cleanscapes proceed to sign up more businesses along Broadway.
Greg Serum asked about the completion of beautifying the tree pits. Chris said that was strictly and SPU project and a one time thing. The BIA would have to pay to have any further work done to the areas around the trees.
4. COMMUNITY COURT
This program was started by the City to offer people, who have been arrested, to work cleaning the streets and by-ways instead of spending time in jail. Paul met with City officials to see if this program would work on Broadway or even if the BIA would like to do it. The BIA needs to provide the cleaning materials, a place to store them and a supervisor for the program.
Chris Martin said that he is working with this program in other areas of the city. He said he would work with the BIA. Chris, Paul and Denise Harnly will meet to write guidelines and decide how best to communicate with the business owners about this program.
5. BVAAT
The Mayor will be presented with the final agenda at 9 am Monday the 24th at Bailey Coy Bookstore. Michael asked that all the board members please be in attendance at the meeting. Anyone coming needs to email the office and Mary will get the list to Lisa, as the city is making nametags.
The plan then goes to Councilmember Sally Clark, she will bring it to the full City Council August 31st. The BIA Board will meet with Sally and other Council members before it goes to the full Council.
Paul pointed out that to really make the plan work, we need community input and support from other organizations.
6. GRANTS
Paul wrote a grant request for a small and simple grant to the Department of Neighborhoods. The object of the plan is to buy every storefront business along Broadway a broom and dustpan and get everyone involved in keeping the street clean. It’s another attempt to reach out to all the businesses to get them involved in the everyday happenings along Broadway.
If Broadway is granted the money we hope to roll out the program with a big “Sweep In” the first Sunday in October. They will start at each end of Broadway and meet at the Farmer’s Market. The Market stated they will have a band and some things to eat to end the event.
7. TRANSITION DISCUSSION
Paul asked for volunteers to discuss the transition from Shirley Bishop Inc to a full time employee who will handle getting either a chamber or an association started on Capitol Hill. This person may or may not also be the administrator for the BIA.
Lisa suggested meeting with Teresa Lord Hugel of the U District Chamber and BIA to get ideas and suggestions on how best to start this process. The committee would also need to write a job description for the position. The City will give $50,000 to help pay for the start up.
Mary was asked to set up a meeting with Teresa. The committee will consist of the following individuals:

7. THE Bs
Spencer volunteered to create a marketing campaign to sell the Bs. Mary will help with poster design and printing.
New Business
The next meeting of the BIA Board will be on Thursday, July 20th.
