BIA ADVISORY BOARD MEETING

Michael Wells, BIA Chair, called the meeting to order at 8:05 am
1. BUSINESSES ON BROADWAY
Kay reported she has visited all the businesses on Broadway at least once, some have been visited three times. 27% of the surveys handed out have been returned. Kay has a completed a roster of all the actual addresses and names of owners or managers for 185 businesses in the BIA.
Michael asked Kay if any of the businesses had questioned her about what is going to happen on Broadway with the action agenda. Kay said no one has asked any questions, she thinks there is a lack of interest in Broadway with owners for anything besides their own stores.
Kay does have a list of a few people who have expressed interest in volunteering for events.
Ken Bauer stated he thought it was up to those who attend the BIA meetings and knew what was happening to talk to their neighbors to try to encourage participation in the events and even to attend the meetings. Michael asked Ken to talk to some of the restaurant owners to see, if the BIA meetings were moved to the afternoon, more attendance.
2. Cleanscapes
The dumpster free program has stalled. The two big areas for cleanup are at a stand still until the owners agree to the program. The Pho Cyclo restaurant and the grocery on Broadway and Harrison are the main two problems. Signe Gilson of Cleanscapes thinks with the grocery it’s a language problem. It was suggested she contact Elizabeth Litalien of SPD as Officer Litalien has had success in speaking with the owners about changes in their sale of drug paraphernalia. Chris is going to walk Broadway and make a punch list of things that need attention before fall.
Chris also asked permission to scrap the paint off the poles painted Broadway Blue. He would like to scrap the paint from ground level to about 8’. It would be easier to remove the posters that are put on with wallpaper paste. Lisa Stewart of OED said that part of the action agenda for Broadway would address the poles in 2007.
3. BVAAT Update
Lisa said OED would pay for the printing and mailing of letters to the store owners of the BIA to inform them of the coming events and projects. Paul will contact Karen Selander of OED to compose the letter. It was suggested they also print a flyer to be hand delivered to all the businesses. The letter/flyer should include the information about the graffiti program and dumpster free programs as well.
Lisa handed out the list of action items that will be addressed from late August to December of 2006. These all hinge on the approval of the City Council. There is a meeting with Sally Clark for the final processing and presentation tonight at 6pm at the Capitol Hill library. The City Council vote is expected to happen by or on September 1.
The Finance Committee has had only one meeting. The BIA will draw up an agreement to pay a portion of the cost for the new chamber. They also will need to come up with a dues structure. Greg Serum heads the committee and said he will report progress at the next BIA Advisory Board meeting.
All the committees will be meeting until December when the new chamber opens it doors.
4. GRANTS
No report as of this date that the BIA has received the SAS grant.
5. THE Bs
It was suggested the Bs be used as bike racks.
New Business
Denise Harnly said there is some money left for façade repair. It’s a matching fund of up to $500. This information will be included in the letter to all BIA businesses.
The next meeting of the BIA Board will be on Thursday, September 21st.
