BIA ADVISORY BOARD MEETING
Thursday, Sept 15, 2005

Paul Dwoskin, BIA President, called the meeting to order at 8:05 am

1. CLEANSCAPES
Gaby reported that they are overwhelmed with posters on poles. Cleanscapes is working with Rabanco to develop a more cooperative plan. For more information on Cleanscapes and the Dumpster-Free program, please go to the newly updated CleanScape website.

2. PROUD AND LOUD
Mona Smith, Government Affairs Co-Chair for GSBA invited the BIA to be the featured organization at the October Proud and Loud. Proud and Loud is a monthly program that is co-sponsored by GSBA and Equal Rights Washington for members of the community to gather to discuss civic issues. Also invited to make a presentation at the October Proud and Loud is the new Captain of the East Precinct, Captain Black.

The BIA will ask David Schraer if the database he is creating is available to the BIA so that an announcement can be sent out encouraging Broadway businesses to attend this Proud and Loud; the P&L is on October 21st at Julia’s on Broadway.

3. FARMERS MARKET SURVEY
The Broadway Farmers Market 2005 Shopper Survey Results were distributed. Everyone was pleased how successful the Market is for its first year in business. Additional posters were distributed and there was a suggestion to get some news coverage in the Capitol Hill Times.

Highlights from the Survey included:
v Most shoppers live near Broadway
v Most shoppers walk to the Farmer’s Market
v Parking is not an issue
v There are more renters than home owners that shop at the market
v Businesses that shoppers would like to see on Broadway:
Italian Restaurants Bakeries Home Furnishings Hardware Stores

The Farmer’s Market will plan some activities around Halloween.



4. PRIDE PARADE
Paul Dwoskin reported that there was a meeting with Gabriel from the Seattle Pride Committee to discuss community response to a possible move of the Annual Pride Parade from Capitol Hill to Seattle Center. The GSBA also met with Gabriel, as did a number of other community groups. The Pride Committee has not made a final decision, but it seems less likely that the a move would be possible for 2006. Community groups are asking the Pride Committee to be more responsive to community input.

5. BANNERS
The BIA, GSBA and the Farmers Market received calls about the banners from the Department of Transportation Street Use regarding how the banners were placed. The BIA is working with the City to resolve this issue. The GSBA and the Farmer’s Market banners need to be taken down by Nov 4th to allow the Holiday Neon Stars to be hung. Stars will be hung on 40 poles and are being paid for as part of the Capitol Hill Improvement Grant.

6. BID FOR ADDITIONAL CLEANING
The BIA received only one proposal from CleanScapes for the additional maintenance of Broadway and the Pike/Pine Corridor. The funding for this maintenance will be covered by a $60,000 grant from the Mayor’s office and will include two pressure washings in the area from E Pine to E Roy and street sweeping from Oct 1-Dec 6th. The funding is available as soon as the financing is worked out. Paul Dwoskin will contact Terry or Jill Nishi to how to proceed to include this grant in the BIA budget by raising the budget by $60,000.

7. B’s
The Web Developer was asked to advertise the B’s on Ebay for a minimum bid of $50 each.

8. RFP
MGS Consulting submitted a scope of service outline that can be used to develop an RFP. In addition the BIA received a proposal from Kay Knapton, former Executive Director of the West Seattle BIA.

The BIA will interview both MGS and Kay Knapton.

9. OTHER/NEW BUSINESS

SEATTLE CENTRAL COMMUNITY COLLEGE
John McMahon, new director of Facilities and Plant Operations for Seattle Central Community College, gave a brief description of some SCCC plans for renovation. A suggestion was made to survey the students to see what new businesses they would like to see on Broadway.

COMMERCIAL REAL ESTATE
Larry Woods-Palmer discussed if it is time to proceed with the plan to involve real estate brokers in finding tenants for vacant properties. One of the goals of the BIA is ensure there is a good mix of real estate in the area, which will appeal to the community of residents and shoppers.

A meeting will be set up with Larry Woods-Palmer, Bob Blackburn and the BIA to discuss the real estate issue.
