BIA ADVISORY BOARD MEETING
Thursday, October 20, 2005

Paul Dwoskin, BIA President, called the meeting to order at 8:05 am

1. CLEANSCAPES
Gaby reported CleanScapes is expanding the dumpster free program throughout the city and hope to have more businesses on Broadway sign up as well. Robert Bault expressed his displeasure with the cleaning in his area of Broadway. Gaby said they would send someone to clean up and gave him their phone number for him to call with graffiti problems.

2. PROUD AND LOUD
Mary Klein reminded everyone of the meeting, invited to make a presentation at the October Proud and Loud is the new Captain of the East Precinct, Captain Black. Captain Black expressed he would like to see BIA member businesses at this meeting so he could receive feedback from the community.

3. Plan For Broadway
Nancy Yamamoto and Steve Johnson explained the process the BIA Advisory Board needs to do before they (OED) can go to the Mayor or City Council with a plan for spending the $500,000 earmarked for Broadway revitalization. The board will get together and get a wish list for Broadway and then work with OED to hash out a final plan for OED to present.

4. Sustainable Seattle
Deborah Kutnitz stated that Sustainable Seattle would like to partner with BIA to improve the business district and neighborhoods. They asked the BIA to get a list of volunteers who would be trained by them to walk the streets to get an idea of needs (i.e. pedestrian count, quality of life, etc). The BIA will send out a flyer and email to solicit volunteers.

5. Weed & Seed
Denise reported that their will be Weed & Seed money for drug education in high risk drug areas. They want to have an education breakfast with the businesses on Broadway. It was suggested they contact Seattle U for space for the meeting. The will also work with SPD to keep the foot patrols and bicycle patrols on Broadway.

Captain Black believes that the patrols are responsible for a 50% reduction in calls to the East Precinct. He wants to increase or at least keep the patrols he has now on Broadway. He hopes by spring he will have new officers in place.

Paul Dwoskin informed Captain Black that the bathrooms in the QFC were once again in use by drug users. Capt. Black said he would pass this information on to his patrols. Officer Latalien said she would talk to QFC management about the problem.

6. Farmer’s Market
Molly reported that the rain last week-end did affect the attendance at the market. She stated more families are coming from Capitol Hill and the farmers are building rapport with the community over all. On October 29th at University Heights from 3-6 pm will be a thank you to the community. The farmers will cook and there will be refreshments served. The BIA office will send out an email advising the members of this event.

Sunday the 30th there will be free pumpkins and pumpkin craving at the market.

7. AIA
Dan Okada reported the AIA for Broadway is in the hands of the City Council. Jordan Royer is in charge of seeing it through the system. Dan expects the AIA to go through sometime in December. He will keep the office informed of the progress.

Dan also addressed the concern of the Board about the Broadway Grocery selling drug paraphernalia and high potent alcohol. Their liquor license is due to be renewed in March. He said that we need to log incidents so he can take this information to the Liquor Board. It is a very hard process to get a license denied.

The office will start saving a log of the complaints about the grocery.

The meeting was adjourned at 10:05 am.
